Uses New York City to discuss the ways that policy has mismanaged the effects of globalization
Inequality increases, instability grows, communities fragment: this is the fate of a city in the wake of globalization—but is globalization really the cause? Proposing a new perspective on politics, globalization, and the city, this provocative book argues that such urban problems result in part from U.S. policies that can be changed.
William Sites develops the concept of primitive globalization, identifying a pattern of reactive politics—ad hoc measures to subsidize business, displace the urban poor, and dismantle the welfare state—that uproots social actors (corporations, citizens, urban residents) and facilitates a damaging, short-term-oriented type of international integration. In light of this theory, Sites examines the transformation of New York City since the 1970s, focusing on the logic of political action at national, local, and neighborhood levels. In the process, the story of late twentieth-century New York and its Lower East Side community emerges as something different: not a tale of globalist transformation or of local resurgence but a distinctly American case, one in which urban politics and the state, in their own right, exacerbate inequality and community fragmentation within the city.Governance everywhere is concerned with spatial relationships. Modern states “map” local communities, making them legible for the purposes of control. Ethiopia has gone through several stages of “mapping” in its imperial, revolutionary, and postrevolutionary phases.
In 1986 The Southern Marches of Imperial Ethiopia, a cross-disciplinary collection edited by Don Donham and Wendy James, opened up the study of center/periphery relations in the Ethiopian empire until the fall of the monarchy in 1974. This new volume examines similar themes, taking the story forward through the major changes effected by the socialist regime from the revolution of 1974 to its overthrow in 1991, and then into the current period that has been marked by moves toward local democracy and political devolution.
Topics include the changing fortunes of new and historic towns and cities, the impact of the Mengistu regime’s policies of villagization and resettlement, local aspects of the struggle against Mengistu and its aftermath, and the fate of border regions. Special attention is given to developments since 1991: to new local institutions and forms of autonomy, the links between the international diasporas of Ethiopia and the fortunes of their home areas. The collection draws on the work of established scholars as well as a new generation of Ethiopian and international researchers in the disciplines of anthropology, political science, history, and geography.
Remembering the Power of Words recounts the personal and professional journey of Avel Gordly, the first African-American woman elected to the Oregon State Senate.
The book is a brave and honest telling of Gordly’s life. She shares the challenges and struggles she faced growing up black in Portland in the 1950s and 1960s, as well as her determination to attend college, the dedication to activism that took her from Portland to Africa, and her eventual decision to run for a seat in the state legislature.
That words have power is a constant undercurrent in Gordly’s account and a truth she learned early in life. “Growing up, finding my own voice,” she writes, “was tied up with denying my voice or having it forcefully rejected and in all of that the memory of my father is very strong. To this day—and I am today a very experienced public speaker—preparation to speak takes a great deal of energy.” That this memoir has its origins as an oral history is fitting since Gordly has used her voice, out loud, to teach and inspire others for so many years.
Important as a biographical account of one significant Oregonian’s story, the book also contributes “broader narratives touching on Black history (and Oregon’s place within it), and most particularly the politics associated with being an African American woman,” according to series editor Melody Rose.

Married to John A. Logan for thirty-one years, Mary Logan shared in her distinguished husband’s career as a prosecutor in southern Illinois, as a Civil War general, and as a senator from Illinois. She observed firsthand the extraordinary events before, during, and after the Civil War, and she knew personally those world leaders who held the power to shape history. After the death of her husband, she maintained her influence in Washington, D.C. "Under the brightest and darkest skies," she explains, "I have passed than a half-century at the national capital."
Born in 1838, Logan writes of her early days growing up in southern Illinois through 1913, when this book was first published. A skillful observer, she recounts events that are personal, regional, and national in scope. In charming detail, she shares her courtship and subsequent marriage to a young prosecutor from Jackson County and the births of their children. She writes proudly of the Lincoln-Douglas debates in 1858 and her husband’s election to the Thirty-seventh Congress that same year. Logan tells of the coming of the Civil War and of her husband—formerly a Democrat and an enemy of Lincoln—casting his fate with the Union and raising a regiment in southern Illinois. She poignantly describes her brother’s defection to the Confederate Army, her life in war-torn Cairo, Illinois, and her horror at her husband’s severe war wounds. She recounts the battles, the political campaigns, and Lincoln’s reelection and subsequent assassination from her point of view—and, as the wife of a politician and general, hers is a decidedly privileged perspective.
In a position to observe and to participate in events ranging from momentous to minute throughout the latter half of the nineteenth and early twentieth centuries, she reports the essential episodes of history with the flair of journalism, a career she in fact embraced after the death of her husband. She writes movingly of a wounded captain on the road to recovery who suddenly died when the minié shifted next to his lung, amusingly of the excuses soldiers invented to wrangle a pass to town, and elegantly of her trips to Europe and of the pomp and circumstance of the parties attended by the great men and women of the time. Drawing on events grand and small, she re-creates history as only a skillful writer who was in the right place at the right time could.

The rise of an immensely powerful federal government in the twentieth century has tended to obscure the importance of state and local government in American history. Yet government at these lesser levels had the most direct and continuous effect on the lives of ordinary citizens. Through an analysis of late-nineteenth-century state legislatures in Illinois, Iowa, and Wisconsin,Ballard Campbell has written what one expert has called "the best book on legislative politics, past or present." The period he examines was one of rapid change and great challenge. Urbanization, industrialization, and increasing national integration forced innumerable difficult and important decisions on state legislators. The colonizing wars against Native Americans created the template for anticommunist repression in the United States. Tariq D. Khan’s analysis reveals bloodshed and class war as foundational aspects of capitalist domination and vital elements of the nation’s long history of internal repression and social control. Khan shows how the state wielded the tactics, weapons, myths, and ideology refined in America’s colonizing wars to repress anarchists, labor unions, and a host of others labeled as alien, multi-racial, multi-ethnic urban rabble. The ruling classes considered radicals of all stripes to be anticolonial insurgents. As Khan charts the decades of red scares that began in the 1840s, he reveals how capitalists and government used much-practiced counterinsurgency rhetoric and tactics against the movements they perceived and vilified as “anarchist.”

France in the mid-nineteenth century was shaken by a surge of civic activism, the "resurrection of civil society." But unlike similar developments throughout Europe, this civic mobilization culminated in the establishment of democratic institutions. How, Philip Nord asks, did France effect a successful transition from Louis-Napoleon's authoritarian Second Empire to a functioning republic based on universal suffrage and governed by middle-class parliamentarians? How did French civic activism take this democratic turn?
Nord provides the answers in a multidimensional narrative that encompasses not only history and politics but also religion, philosophy, art, literature, and gender. He traces the advance of democratic sentiment and the consolidation of political dissent at its strategic institutional sites: the lodges of Freemasonry, the University, the Paris Chamber of Commerce, the Protestant and Jewish consistories, the Paris bar, and the arts. It was the particular character and unfolding of these struggles, Nord demonstrates, that made an awakening middle class receptive to democratic politics. The new republican elite was armed with a specific vision that rallied rural France--a vision of solidarity and civic-mindedness, of moral improvement, and of a socioeconomic order anchored in family enterprise.
Nord's trenchant analysis explains how and why the Third Republic (1870-1940) endured longer than any other regime since the 1789 revolution. The convergence of republican currents at midcentury bequeathed to the French nation a mature civil society, a political elite highly trained in the arts of democratic politics, and an agenda that encompassed not only constitutional reform but also a reformation of private life and public culture.
On July 4, 1867, a group of men assembled in Houston to establish the Republican Party of Texas. Combatting entrenched statewide support for the Democratic Party and their own internal divisions, Republicans struggled to gain a foothold in the Lone Star State, which had sided with the Confederacy and aligned with the Democratic platform. In The Republican Party of Texas, Wayne Thorburn, former executive director of the Texas GOP, chronicles over one hundred and fifty years of the defeats and victories of the party that became the dominant political force in Texas in the modern era.
Thorburn documents the organizational structure of the Texas GOP, drawing attention to prominent names, such as Harry Wurzbach and George W. Not long ago, Republicans could take pride in their party’s tradition of environmental leadership. In the late 1960s and early 1970s, the GOP helped to create the Environmental Protection Agency, extend the Clean Air Act, and protect endangered species. Today, as Republicans denounce climate change as a “hoax” and seek to dismantle the environmental regulatory state they worked to build, we are left to wonder: What happened?
In The Republican Reversal, James Morton Turner and Andrew C. Isenberg show that the party’s transformation began in the late 1970s, with the emergence of a new alliance of pro-business, libertarian, and anti-federalist voters. This coalition came about through a concerted effort by politicians and business leaders, abetted by intellectuals and policy experts, to link the commercial interests of big corporate donors with states’-rights activism and Main Street regulatory distrust. Fiscal conservatives embraced cost-benefit analysis to counter earlier models of environmental policy making, and business tycoons funded think tanks to denounce federal environmental regulation as economically harmful, constitutionally suspect, and unchristian, thereby appealing to evangelical views of man’s God-given dominion of the Earth.
As Turner and Isenberg make clear, the conservative abdication of environmental concern stands out as one of the most profound turnabouts in modern American political history, critical to our understanding of the GOP’s modern success. The Republican reversal on the environment is emblematic of an unwavering faith in the market, skepticism of scientific and technocratic elites, and belief in American exceptionalism that have become the party’s distinguishing characteristics.
If Marxism was the apparent loser in the Cold War, it cannot be said that liberalism was the winner, at least not in Russia. Oleg Kharkhordin is not surprised that institutions of liberal democracy failed to take root following the dissolution of the Soviet Union. In Republicanism in Russia, he suggests that Russians can find a path to freedom by looking instead to the classical tradition of republican self-government and civic engagement already familiar from their history.
Republicanism has had a steadfast presence in Russia, in spite of tsarist and communist hostility. Originating in the ancient world, especially with Cicero, it continued by way of Machiavelli, Montesquieu, Tocqueville, and more recently Arendt. While it has not always been easy for Russians to read or write classical republican philosophy, much less implement it, republican ideas have long flowered in Russian literature and are part of a common understanding of freedom, dignity, and what constitutes a worthy life. Contemporary Russian republicanism can be seen in movements defending architectural and cultural heritage, municipal participatory budgeting experiments, and shared governance in academic institutions. Drawing on recent empirical research, Kharkhordin elaborates a theory of res publica different from the communal life inherited from the communist period, one that opens up the possibility for a genuine public life in Russia.
By embracing the indigenous Russian reception of the classical republican tradition, Kharkhordin argues, today’s Russians can sever their country’s dependence on the residual mechanisms of the communist past and realize a new vision for freedom.

In this second and final volume of his biography of Sobral Pinto, Professor Dulles completes the story of the fiery crusader's fight for democracy, morality, and justice, particularly for the downtrodden. Drawing on Sobral's vast correspondence, Dulles offers an extensive account of Sobral's opposition to the military regime that ruled Brazil from 1964 to 1985. He describes how Sobral Pinto defended those who had been politically influential before April, 1964, as well as other victims of the regime, including Communists, once-powerful labor leaders, priests, militant journalists, and students. Because Sobral Pinto participated in so many of the struggles against the military regime, his experiences provide vivid new insights into this important period in recent Brazilian history. They also shed light on developments in the Catholic Church (Sobral, a devout Catholic, vigorously opposed liberation theology), as well as on Sobral's key role in preserving Brazil's commission for defending human rights.
A deep examination of why respect is in short supply in politics today and why it matters.
Respect is in trouble in the United States. Many Americans believe respecting others is a necessary virtue, yet many struggle to respect opposing partisans. Surprisingly, it is liberal citizens, who hold respect as central to their view of democratic equality, who often have difficulty granting respect to others. Drawing on evidence from national surveys, focus groups, survey experiments, and the views of political theorists, Jeff Spinner-Halev and Elizabeth Theiss-Morse explain why this is and why respect is vital to—and yet so lacking in—contemporary US politics.
Respect and Loathing in American Democracy argues that liberals and conservatives are less divided than many believe, but alienate one another because they moralize different issues. Liberals moralize social justice, conservatives champion national solidarity, and this worldview divide keeps them at odds.

Under what conditions is a newly democratic government likely to increase transparency, accountability, and responsiveness to its citizens? What incentives might there be for bureaucrats, including those appointed by a previously authoritarian government, to carry out the wishes of an emerging democratic regime? Responsive Democracy addresses an important problem in democratic transition and consolidation: the ability of the chief executive to control the state bureaucracy.
Using three well-chosen case studies---the Philippines, South Korea, and Taiwan---Jeeyang Rhee Baum explores the causes and consequences of codifying rules and procedures in a newly democratic government. In the Philippines, a president facing opposition has the option of appointing and dismissing officials at will and, therefore, has no need for administrative procedure acts. However, in South Korea and Taiwan, presidents employ such legislation to rein in recalcitrant government agencies, and, as a consequence, increase transparency, accountability, and responsiveness. Moreover, as Baum demonstrates by drawing upon surveys conducted both before and after implementation, administrative procedural reforms in South Korea and Taiwan improved public confidence in and attitudes toward democratic institutions.

In The Restoration of the Roman Forum in Late Antiquity, Gregor Kalas examines architectural conservation during late antiquity period at Rome’s most important civic center: the Roman Forum. During the fourth and fifth centuries CE—when emperors shifted their residences to alternate capitals and Christian practices overtook traditional beliefs—elite citizens targeted restoration campaigns so as to infuse these initiatives with political meaning. Since construction of new buildings was a right reserved for the emperor, Rome’s upper echelon funded the upkeep of buildings together with sculptural displays to gain public status. Restorers linked themselves to the past through the fragmentary reuse of building materials and, as Kalas explores, proclaimed their importance through prominently inscribed statues and monuments, whose placement within the existing cityscape allowed patrons and honorees to connect themselves to the celebrated history of Rome.
Building on art historical studies of spolia and exploring the Forum over an extended period of time, Kalas demonstrates the mutability of civic environments. The Restoration of the Roman Forum in Late Antiquity maps the evolution of the Forum away from singular projects composed of new materials toward an accretive and holistic design sensibility. Overturning notions of late antiquity as one of decline, Kalas demonstrates how perpetual reuse and restoration drew on Rome’s venerable past to proclaim a bright future.
Restructuring the Philadelphia Region offers one of the most comprehensive and careful investigations written to date about metropolitan inequalities in America’s large urban regions. Moving beyond simplistic analyses of cities-versus-suburbs, the authors use a large and unique data set to discover the special patterns of opportunity in greater Philadelphia, a sprawling, complex metropolitan region consisting of more than 350 separate localities. With each community operating its own public services and competing to attract residents and businesses, the places people live offer them dramatically different opportunities.
The book vividly portrays the region’s uneven development—paying particular attention to differences in housing, employment and educational opportunities in different communities—and describes the actors who are working to promote greater regional cooperation. Surprisingly, local government officials are not prominent among those actors. Instead, a rich network of “third-sector” actors, represented by nonprofit organizations, quasi-governmental authorities and voluntary associations, is shaping a new form of regionalism.
As a nation makes the transition from communism to democracy or another form of authoritarianism, its regime must construct not only new political institutions, but also a new political ideology that can guide policy and provide a sense of mission. The new ideology is crucial for legitimacy at home and abroad, as well as the regime’s long-term viability. In The Return of Ideology, Cheng Chen compares post-communist regimes, with a focus on Russia under Putin and post-Deng China, investigating the factors that affect the success of an ideology-building project and identifies the implications for international affairs.
Successful ideology-building requires two necessary—but not sufficient—conditions. The regime must establish a coherent ideological repertoire that takes into account the nation’s ideological heritage and fresh surges of nationalism. Also, the regime must attract and maintain a strong commitment to the emerging ideology among the political elite.
Drawing on rich primary sources, including interviews, surveys, political speeches, writings of political leaders, and a variety of publications, Chen identifies the major obstacles to ideology-building in modern Russia and China and assesses their respective long-term prospects. Whereas creating a new regime ideology has been a protracted and difficult process in China, it has been even more so in Russia. The ability to forge an ideology is not merely a domestic concern for these two nations, but a matter of international import as these two great powers move to assert and extend their influence in the world.
Starting with the anti-Spanish wars of independence in the early nineteenth century, Earle charts the changing importance elite nationalists ascribed to the pre-Columbian past through an analysis of a wide range of sources, including historical writings, poems and novels, postage stamps, constitutions, and public sculpture. This eclectic archive illuminates the nationalist vision of creole elites throughout Spanish America, who in different ways sought to construct meaningful national myths and histories. Traces of these efforts are scattered across nineteenth-century culture; Earle maps the significance of those traces. She also underlines the similarities in the development of nineteenth-century elite nationalism across Spanish America. By offering a comparative study focused on Mexico, Guatemala, Colombia, Peru, Chile, and Ecuador, The Return of the Native illustrates both the common features of elite nation-building and some of the significant variations. The book ends with a consideration of the pro-indigenous indigenista movements that developed in various parts of Spanish America in the early twentieth century.
The prevailing notion that the best government is achieved through principles of management and business practices is hardly new—it echoes the early twentieth-century "gospel of efficiency" challenged by Dwight Waldo in 1948 in his pathbreaking book, The Administrative State. Asking, "Efficiency for what?", Waldo warned that public administrative efficiency must be backed by a framework of consciously held democratic values.
Revisiting Waldo's Administrative State brings together a group of distinguished authors who critically explore public administration's big ideas and issues and question whether contemporary efforts to "reinvent government," promote privatization, and develop new public management approaches constitute a coherent political theory capable of meeting the complex challenges of governing in a democracy. Taking Waldo's book as a starting point, the authors revisit and update his key concepts and consider their applicability for today.
The book follows Waldo's conceptual structure, first probing the material and ideological background of modern public administration, problems of political philosophy, and finally particular challenges inherent in contemporary administrative reform. It concludes with a look ahead to "wicked" policy problems—such as terrorism, global warming, and ecological threats—whose scope is so global and complex that they will defy any existing administrative structures and values. Calling for a return to conscious consideration of democratic accountability, fairness, justice, and transparency in government, the book's conclusion assesses the future direction of public administrative thought.
This book can stand alone as a commentary on reconciling democratic values and governance today or as a companion when reading Waldo's classic volume.
The Revival of Labor Liberalism is a careful analysis of the twentieth-century decline of the labor-liberal coalition and the important efforts to revive their political fortunes. Andrew Battista chronicles the efforts of several new political organizations that arose in the 1970s and 1980s with the goal of reuniting unions and liberals. Drawing from extensive documentary research and in-depth interviews with union leaders and political activists, Battista shows that the new organizations such as the Progressive Alliance, Citizen Labor Energy Coalition, and National Labor Committee made limited but real progress in reconstructing and strengthening the labor-liberal coalition. Although the labor-liberal alliance remained far weaker than the rival business-conservative alliance, Battista illuminates that it held a crucial role in labor and political history after 1968. Focuses on a fraught but evolving partnership, Battista provides a broad analysis of factional divisions among both unions and liberals and considers the future of unionism and the labor-liberal coalition in America.
Is Venezuela’s Bolivarian revolution under Hugo Chávez truly revolutionary? Most books and articles tend to view the Chávez government in an either-or fashion. Some see the president as the shining knight of twenty-first-century socialism, while others see him as an avenging Stalinist strongman. Despite passion on both sides, the Chávez government does not fall easily into a seamless fable of emancipatory or authoritarian history, as these essays make clear.
A range of distinguished authors consider the nature of social change in contemporary Venezuela and explore a number of themes that help elucidate the sources of the nation’s political polarization. The chapters range from Fernando Coronil’s “Bolivarian Revolution,” which examines the relationship between the state’s social body (its population) and its natural body (its oil reserves), to an insightful look at women’s rights by Cathy A. Rakowski and Gioconda Espina. This volume shows that, while the future of the national process is unclear, the principles elaborated by the Chávez government are helping articulate a new Latin American left.
In October 1973 a mass movement forced Thailand’s prime minister to step down and leave the country, ending nearly forty years of dictatorship. Three years later, in a brutal reassertion of authoritarian rule, Thai state and para-state forces quashed a demonstration at Thammasat University in Bangkok. In Revolution Interrupted, Tyrell Haberkorn focuses on this period when political activism briefly opened up the possibility for meaningful social change. Tenant farmers and their student allies fomented revolution, she shows, not by picking up guns but by invoking laws—laws that the Thai state ultimately proved unwilling to enforce.
In choosing the law as their tool to fight unjust tenancy practices, farmers and students departed from the tactics of their ancestors and from the insurgent methods of the Communist Party of Thailand. Indeed, by the time George Washington had died in 1799, the two founders were estranged. But that estrangement has obscured the fact that for most of their thirty-year acquaintance they enjoyed a productive relationship. Precisely because they shared so much, their disagreements have something important to teach us.
In constitutional design, for instance: Whereas Washington believed in the rule of traditional elites like the Virginia gentry, Jefferson preferred what we would call a meritocratic approach, by which elites would be elected on the basis of education and skills. And while Washington emphasized a need for strong central government, Jefferson favored diffusion of power across the states. Still, as Francis Cogliano argues, common convictions equally defined their relationship: a passion for American independence and republican government, as well as a commitment to westward expansion and the power of commerce. They also both evolved a skeptical view of slavery, eventually growing to question the institution, even as they took only limited steps to abolish it.
What remains fascinating is that the differences between the two statesmen mirrored key political fissures of the early United States, as the unity of revolutionary zeal gave way to competing visions for the new nation. The Boston committee, organized to arouse the people of Massachusetts and to inform them of their rights, initiated the use of local committees of correspondence and went on to become a major revolutionary institution which helped bring about fundamental changes in Massachusetts politics. Mr. Brown's book focuses on the years 1772 to 1774, when the inhabitants of Massachusetts moved from quiet accommodation with the British imperial system to massive rebellion against it. His investigations of the records of the Boston committee and of voluminous town records never before studied have resulted in a revision of previous interpretations regarding the interaction between leaders in Boston and the people in the towns.
The author's findings indicate that the Boston committee did not control Massachusetts political action, manipulating the political behavior of the towns, as earlier theorists have suggested. Though Boston was a leader, the towns generally acted independently, and government by consent developed effectively on the local level. The letters which passed between the capital and the countryside reveal an expanding political consciousness and an ever-increasing political sophistication at the grass-roots level. They articulate an essentially radical view of politics based on popular sovereignty.

In the first decades after World War II, many newly independent Asian and African countries and established Latin American states pursued a socialist development model. Jeremy Friedman traces the socialist experiment over forty years through the experience of five countries: Indonesia, Chile, Tanzania, Angola, and Iran.
These states sought paths to socialism without formal adherence to the Soviet bloc or the programs that Soviets, East Germans, Cubans, Chinese, and other outsiders tried to promote. Instead, they attempted to forge new models of socialist development through their own trial and error, together with the help of existing socialist countries, demonstrating the flexibility and adaptability of socialism. All five countries would become Cold War battlegrounds and regional models, as new policies in one shaped evolving conceptions of development in another. Lessons from the collapse of democracy in Indonesia were later applied in Chile, just as the challenge of political Islam in Indonesia informed the policies of the left in Iran. Efforts to build agrarian economies in West Africa influenced Tanzania’s approach to socialism, which in turn influenced the trajectory of the Angolan model.
Ripe for Revolution shows socialism as more adaptable and pragmatic than often supposed. When we view it through the prism of a Stalinist orthodoxy, we miss its real effects and legacies, both good and bad. To understand how socialism succeeds and fails, and to grasp its evolution and potential horizons, we must do more than read manifestos. We must attend to history.
As the 2000 census resoundingly demonstrated, the Anglo-Protestant ethnic core of the United States has all but dissolved. In a country founded and settled by their ancestors, British Protestants now make up less than a fifth of the population. This demographic shift has spawned a “culture war” within white America. While liberals seek to diversify society toward a cosmopolitan endpoint, some conservatives strive to maintain an American ethno-national identity. Eric Kaufmann traces the roots of this culture war from the rise of WASP America after the Revolution to its fall in the 1960s, when social institutions finally began to reflect the nation’s ethnic composition.
Kaufmann begins his account shortly after independence, when white Protestants with an Anglo-Saxon myth of descent established themselves as the dominant American ethnic group. But from the late 1890s to the 1930s, liberal and cosmopolitan ideological currents within white Anglo-Saxon Protestant America mounted a powerful challenge to WASP hegemony. This struggle against ethnic dominance was mounted not by subaltern immigrant groups but by Anglo-Saxon reformers, notably Jane Addams and John Dewey. It gathered social force by the 1920s, struggling against WASP dominance and achieving institutional breakthrough in the late 1960s, when America truly began to integrate ethnic minorities into mainstream culture.

In the 1980s their regimes increasingly resembled monarchies as presidents took up residence in palaces and made every effort to ensure their sons would succeed them. Roger Owen explores the main features of the prototypical Arab monarchical regime: its household; its inner circle of corrupt cronies; and its attempts to create a popular legitimacy based on economic success, a manipulated constitution, managed elections, and information suppression.
Why has the Arab world suffered such a concentration of permanent presidential government? Though post-Soviet Central Asia has also known monarchical presidencies, Owen argues that a significant reason is the “Arab demonstration effect,” whereby close ties across the Arab world have enabled ruling families to share management strategies and assistance. But this effect also explains why these presidencies all came under the same pressure to reform or go. Owen discusses the huge popular opposition the presidential systems engendered during the Arab Spring, and the political change that ensued, while also delineating the challenges the Arab revolutions face across the Middle East and North Africa.
Every presidential election since 1964 has been won by the candidate backed by the most united party; yet as party unity has become more important to voting decisions, it has also become increasingly difficult to achieve. In his latest book, Martin Wattenberg offers an in-depth interpretation of the presidential elections of the 1980s, illuminating current theories of political behavior and how they operate in today's candidate-centered politics.
Wattenberg investigates the impact that political parties' declining relevance has had on presidential politics. The Rise of Modern Yiddish Culture explores the transformation of Yiddish from a low-status vernacular to the medium of a complex modern culture. David Fishman examines the efforts of east European Jews to establish their linguistic distinctiveness as part of their struggle for national survival in the diaspora. Fishman considers the roots of modern Yiddish culture in social and political conditions in Imperial Tsarist and inter-war Poland, and its relationship to Zionism and Bundism. In so doing, Fishman argues that Yiddish culture enveloped all socioeconomic classes, not just the proletarian base, and considers the emergence, at the turn of the century, of a pro-Yiddish intelligentsia and a Yiddishist movement.
As Fishman points out, the rise of Yiddishism was not without controversy. Some believed that the rise of Yiddish represented a shift away from a religious-dominated culture to a completely secular, European one; a Jewish nation held together by language, rather than by land or religious content. Others hoped that Yiddish culture would inherit the moral and national values of the Jewish religious tradition, and that to achieve this result, the Bible and Midrash would need to exist in modern Yiddish translation. Modern Yiddish culture developed in the midst of these opposing concepts.
Fishman follows the rise of the culture to its apex, the founding of the Yiddish Scientific Institute (YIVO) in Vilna in 1925, and concludes with the dramatic story of the individual efforts that preserved the books and papers of YIVO during the destruction and annihilation of World War II and in postwar Soviet Lithuania. The Rise of Modern Yiddish Culture, like those efforts, preserves the cultural heritage of east European Jews with thorough research and fresh insights.

In 1915, forty years after the original Ku Klux Klan disbanded, a former farmer, circuit preacher, and university lecturer named Colonel William Joseph Simmons revived the secret society. By the early 1920s the KKK had been transformed into a national movement with millions of dues-paying members and chapters in all of the nation’s forty-eight states. And unlike the Reconstruction-era society, the Klan in the 1920s exerted its influence far beyond the South.
In The Rise of the Ku Klux Klan, Rory McVeigh provides a revealing analysis of the broad social agenda of 1920s-era KKK, showing that although the organization continued to promote white supremacy, it also addressed a surprisingly wide range of social and economic issues, targeting immigrants and, particularly, Catholics, as well as African Americans, as dangers to American society. In sharp contrast to earlier studies of the KKK, which focus on the local or regional level, McVeigh treats the Klan as it saw itself—as a national organization concerned with national issues. Among the probes was an extensive 1990 inquiry organized by a New Scotland Yard team invited to Kenya by the government, as well as an open public commission of inquiry appointed by President Daniel arap Moi.
